Woofers and tweeters "blow" in different ways and for different reasons. A woofer is usually blown by overdriving the cone and it's suspension exceeding the excursion limitations and causing physical damage to these parts. Usually you will hear some audible distress and if caught quickly enough real damage can be prevented. Tweeters on the other hand can burn out in an instant. The primary cause of tweeter failure is driving the amp into clipping. A low powered amp that can more easily be driven to clipping is much more dangerous than a higher powered amp that will send a "clean" signal to the driver. So basically a woofer blows more mechanically while a tweeter burns out more electrically.
